Creating a deck is piss-annoying. I don't know any of these cards and I don't feel like reading them. D:

I'm just going through the pages and looking for cards I recognize and adding them to my deck, then I'm going to learn from playing against people. I figure that's my best bet. >_>

What does the crossed out circle mean at the top corner of the cards? Restricted from use at all, or in just certain matches? o.o

Crossout means that it's banned from advanced matches (which is what we play, even though we're in the traditional room)

IMO, just netdeck something. Then after a couple of duels you can make your own few adjustments.
