Haha, I was wrong. It does work with dual charging but the effects overlap each other.
Some will be stunned and some will be burned but never a double effect. The ratio is like 7:0.5 stunned:burned, and even then if you use charge blow again, all the effects cancel out. Even with just flame charge on, the rate is ridiculously low. Takes, on average, 4-6 charge blows for it to work with a supposed 90% rate.
Either this is bad programming or some deliberate trolling.
