Let me try to explain why your stats matter.
If you currently have 0% LUK, a 15% LUK cape will give you a damage boost of about 15%.
However, if you already have 100% LUK on your other gear, a 15% LUK cape will only give you about 7.5% damage boost. (because of the way %stats are additive, refering only to base and numerical bonuses, not other %stat bonuses).
Similarly, if your current overall w.att is 100, an additional 10 attack will give you a 10% damage boost.
But if you current overall w.att is 200, an additional 10 attack will only give you 5% more damage.
So, in order to know how good each of these are for you, we must know how many %luk you already have, and how many total w.att you already have.
There is no fixed luk:w.att ratio, it varies by individuals.
If you don't want to tell us, that's cool. Work it out for yourself, based on the examples given above.
Edit: ok, so if you already have 30% LUK, an additional 15% will give you about 11.5% more damage.
Now, add up all your w.att (all your gear and all your regular buffs, including Blessing and any passive skills), and let's see how much 10 att adds to that.
