The loss that you stated is pretty much negligible - the % boost you gain for your elemental attacks pretty much overshadows that 378612876253 times over.
I'd start off with Staff 3 and 4 (Ice and Lightning Staff, respectively). For the bigger game - Wand 7 and 8 (Ice and Lightning Wand, respectively), they're upwards of a billion mesos each, give or take a few hundred mill. Unless you have the $, I'd start off with the Staff first so you can get to see what Elemental weapons is all about.
(If necessary, start off with the cheapest - I started my Elemental weapon collection by obtaining my Staff 2 [Poison] for 70m, then when I got the $, I got my Staff 1 [Fire] for 250m. In your case, that'll be the Lightning Staff)
P.S. If you really want to see the real comparison, I can do one in a 20-minute span using a Codar and my two elemental weapons I possess, on respective elemetnal-weak monsters and screenshot the results.
