If level 22 SB is 72% (max is 80%) then maybe it's better to build like that:
22 SB
19 Mastery
30 SB
Useful addition to this would be to calculate the % increase in damage for each point in the 2 skills. For mastery it depends on the base stats, but for SB you can find an exact number.
