I saw this in an episode of Full Metal Panic: The Second Raid. No further explanation was given in the episode. My google-fu is failing me. Could anyone explain what "toshi" and "sunkei" mean?

Telling you right now, probably not going to find your answer on Southperry. Those aren't exactly words I've ever heard used before, and my dictionaries aren't picking up anything that seems nearly relevant to what he's talking about. If you want, try plugging とし and すんけい into some Japanese dictionaries, but not even my monolingual dictionaries are picking up anything that seems like it'd define what he's talking about here.

すんけい is referring to 寸勁 （すんけい）, a technique classified under a internal Chinese martial arts term, "Fā jìn" or 発勁 （はっけい） of which is found to generally involve "Issuing or discharging power explosively, and is not specific to any particular striking method.". Wikipedia (unfortunately, the content itself is only in Japanese) concludes the following about the specific techniques:
