You may download this patch from their official site and begin [thread=13610]creating your pre-patcher[/thread] now.

I am sure this is just the Cannoneer/DB changes coming to the live server along with the Boss battle arena (maybe).

It is the Cannoneer/DB revamp, not much seems to have changed since the last KMST.

It says Phantom Blow has increased attack speed now? Doesn't look like they've touched Bloody Storm anymore, I hope they have, or it'll be completely useless now since it is so awfully slow ._.

Nope, they haven't changed Bloody Storm since the last KMSt patch.
