Are you sure you are not saving the picture as a BMP and thus exceeding the maximum size for the avatar? If it's a gif, make sure it's not too big to use.
Otherwise, explain in further detail the message you get.

@TS; Save it as a .PNG image to save it's quality, that's what I do with all mine(&I use paint for mine, too -high five-).
