Neo City quests reset every time you level up

Describe the problem. Be as specific as possible!:
Every time you level up you lose access to all the areas except the first and you have to start the quest line over again.

They reset when you log off as well. It's annoying as hell.

I sent a ticket about it a couple weeks ago but still waiting on a response, as usual.

-_- If they're going to pineapple up Neo City, and remove Dangerous City, they might as well remove it altogether and give us Neo Tokyo (like that'll happen).

Does JMS even have NeoTokyo anymore?

Anyway, glad to know why this is happening.
I assumed it was just resetting every day.

Either way, I'm gonna try to stock up on Circlets and fuse some to goodness for my pretty Mercedes.

Whenever you have a circlet in your inventory and finish the quest, it ends dialogue without reward and get a message. Probably because it is one-of-a-kind.

Since NeoTokyo was pre-Big-Bang, I figured they'd just be lazy and copypasta.
Then again, it's also JMS, and they're always stomping away at weird stuff.
No one (that I know of) covers JMS updates regularly, so I really had no idea.
