From what I can tell, level is determined by the type of mount it is. My Red Draco in JMS is level 3 and as far as I know, there's no possible way to level it. It is level 3 by default.

When did mounts start becoming permanent? I didn't see that ever on a notice for GMS? Also, can you tell if it's permanent in a shop?

Permanent versions come from the Mount Gachapon.

Yes you can, It will show either 15-90 days or no days at all wich is Permanent.
