% ATTACK, short question

Guys i have a question.

is the potential stat " % attack" only based on the Item?

lets say 100 att gun with 3% attack provides a boost of 3 att or does it include all att bonuses like

the 100 att from gun + blessing + 25 att pot and so on...?
