"Hey, wanna go out?" -Wait for reply- Or, you can do what 70% (forgot the exact figure) of cowardly teenagers with cell phones do -Get her phone number somehow (another friend, school handbook, etc). -Text her the message.

Or instead of asking her 'out', ask her if she'd like to do something sometime.
Asking someone 'out' is such a vague thing to say. Do you mean to be in a relationship with you, or do you mean go on a date? If a date, then you should try and catch her alone and ask her if she'd like to catch a movie sometime, or coffee (I don't know how old you are, so I have no idea what is applicable to you). Don't be nervous about it, and don't make her answer you right away either. Just tell her to get back to you, if she's interested. Forcing or pressuring her will either: A) Make her go on the defense, and quite possibly say no; B) Pressure her into saying yes, when she really wants to say no; C) Laugh at you. If you tell her to get back to you if she's interested, she will or she won't, but it won't make a scene and you can always deny accusations if people think she rejected you. Popularity only matters if the other person cares. If the girl is somewhat down to earth, she won't care.

You have to start small and work your way up to a relationship. Try to go out on a couple of dates or something so you get to know each other, then try and get a relationship going.

Courage says a lot about a person. Let me tell you a story or two.
Back when I was in middle school, I always went for the hot girls that I thought was pretty, didn't work well. On Valentine's Day, I put in a teddy bear and some roses in the girl's locker. As she opened it, I sneaked from far away, and saw her face reaction, she was surprised, but she obviously had no feelings for me. Point from this story? Courage is good, in the sense that I had the balls to do that. The bad thing? Don't shove roses / stuff teddybears in someone's locker that doesn't know you really well. Also, don't go for the typical hot-looking girl, life doesn't work that way. Here's another story. I met my online girlfriend (of 2 years <3) through some forum, and we just talked about 'a videogame', if you wanted to be specific, it was Super Smash Brothers Melee. I private-mailed her, and we chatted daily about video games, and sometimes, just random things. Eventually, on April's Fools, she told me she was going to kill herself, so I told her not to. Me, being the idiot I am, forgot that it was April's Fools. She thought it was a nice gesture of me, but she wasn't into 'that sort of thing', aka online relationships. A year passed, I gave up on her, she had me on MSN, and one day, she messaged me asking if I was bothered that she IM'ed me, because sometimes, I never responded since I was always playing 'Maple Story'. I got her into playing it, and one day, we decided to get married as friends. She noticed as months went on, when another girl was around me, that she got jealous. She eventually developed feelings for me, and that's how we were in a relationship. I'll be seeing this girl of mine this upcoming June, for about a full week for her prom and all that. May I mention, my current girlfriend is more beautiful than all and any of the girls I had a school-crush on when I was in Middle School throughout my first 2 years of High School. Point being, sometimes, you don't have to look for things, they 'can' come to you. Sometimes, people are fated to meet.

Try to go on a few dates before making it into a relationship, as commitment without a bond isn't going to go very far. Tldr - spend some quality time with her, if things go well, a relationship will have a better chance. Just beware the "close friend" zone.

Everyone speaks about the close friend zone as if it is the worst thing in the world. To be truthful, the friend zone means that a person truly trusts you and respects you. They may not have feelings for you, in that way, but it can often develop further.
I should know, I started in that zone. I'm now happily in a relationship for 2 years, 9 months,

I've been close friends with 3 seperate girls between middle school and high school. 2 ended up becoming extremely clingy but not in a relationship type way, and one is a psychotic peach.

Failure ideas
All of the above all demonstrate a lack of confidence. Anyone who's had ANY sort of experience, whether or not it's being rejected or actually being able to date the girl, will know that confidence is the key to success. If you don't have confidence, then all is lost. Girls just don't like wimpy guys.Even if the guy is the best choice for the girl, if the girl was asked to choose between the secure guy and the confident player (based on people she knows who fit these two descriptions, not verbally asked)... ...the girl will nearly almost pick the confident player. There's something in the mind that just makes confidence dominate over all other qualities.
