Is Kaiser's command system gone?

Today I logged in my 2nd job Kaiser, only to discover that I can no longer use commands (left > down > attack, blah blah...) and regenerate HP. I can only hotkey the skills. The command list only shows gray squares.

Did Nexon decide to remove the command system for some reason? Or is it my character or computer acting weird?

Drag a skill onto the gray squares. The command system is customizable, it's basically just hotkeys, but instead of a single key, it's a series of keys.

You can drag and drop your skill icons into the command system squares.
