They dropped the ball with this, that's why. It's arguably one of the worst, most uneventful cinematics they've ever created. Even when not taking it seriously, it's still a pretty shitty parody of magical girls, especially when compared to much better ones. Getting the hair wrong and blowing the budget on a boob jiggle is just the icing on her cake. There's just nothing redeeming about it. Even Kaiser's glorious sudoku was better.
