Rings and amulets are generally more expensive even if they're not lv60. I sold a ring with less stats for $50 (and probably underpriced it since it sold in minutes and similarly stat'ed rings were listed for $100.) I wouldn't expect these prices to last more than a week or two though. Things are always inflated when they first come out. Especially when gold selling becomes possible in RMAH prices will stabilize.
Also you can't buy WoW time with battle.net balance. Most likely not even new games that's coming out such as SC2: HotS. But yea if you never cashed it out you don't need to include it for income tax.
