I could go on but this is depressing enough. I knew I shouldn't have gotten my hopes up. Maybe sometime in the future the GMS bug extermination team will include an actual programmer who knows the code.
To be fair, town lag is moreso a fault with your computer than with the game. I can't think of a way to fix it aside from splitting up npcs even more.
Speaking from experience, I only ever got town lag around the winter of Big Bang so i assumed it was Cassandra/Gaga's fault. I bought a new laptop and never got the problem again, event or not.
