Going from what I know with your budget, I would say cube the Agares to something desirable (I assume you want to begin bossing, so % Boss would be ideal) leave everything at Epic 6% and work your way up from there piece by piece.
Epic Potential Scrolls could be a good idea since they've gone down quite a bit within the past couple weeks.
Glove would be a good place to start. Since I don't think you'll be doing dojo and with Empress equips are readily available in our market now I would say look into buying one of those. GM Scrolls will cost a pretty penny, but it would be quite an upgrade over your current glove. Be sure to potential it before scrolling it, unlike someone else you and I know.
Earrings are very cheap now due to lots of people mass producing them for money. You should be able to find a pair with 12-15% Str for relatively cheap.
Kenta's and Crusade Shoulder you'll have to cube yourself since they're untradeable. You could look into buying a Raccoon Mask or Spectrum Goggles but those can get expensive fast.
Same with belt if you're going to use an Escape PQ one. People have been mass producing level 40 belts lately too so one of those could be a viable option. They're usually very cheap. 2nd tier isn't very desirable though.
We can probably get you a Chaos Zakum Helm in the near future which would be a step up from a Targa and would be a much better option to cube. Or go for an Empress. Whichever you'd prefer.
Cape is okay for now, but I would work up towards a either a Blackfist with similar % stat or another 3rd tier cape with a bit higher % stat.
Top and shoes I think you can figure it out by now.
Honestly, I think you should look into going for part of the Empress bonus (Helm, Glove, Shoe, possibly Overall). The equips really aren't that expensive here anymore. Just don't go overboard with Chaos scrolling them.
Another thing you could consider is instead of the Warrior Symbol (I assume it's the Shiny Warrior Symbol with 3 attack), start doing Monster Park every few days for the Mustache. It's a few easy attack and is free.
