Battle manuals are gotten from trading in Gallant Emblems.
Gallant Emblems are gotten from PvP dailies and trading in BP.

How many Emblems you get per hour is highly dependent on how active PvP is in your server.

You honestly could have answered your own question if you actually bothered checking the PvP NPC shop...
