I assumed that. I'm not very well versed in Shadower DPS. But it seems to be true:
Assassinate: 1800%/2 = 900%/s
SB: 480%/.72 = 667%/s
2 seconds for Assassinate is a round figure, since I don't know how long Dark Sight is, but any error in that shouldn't be able to make 900% less than 667%.
