The event should end on the 31st (or possibly Feb 3rd if they decide to extend everything to the 3rd, but don't quote me on that).

You can still get the level 70 potions, yes. On the three chars you got the lv30 potions from, though.

I'm pretty sure it takes you to nearly 70.
