It makes sense its only for English version, this way most other countries won't be affected by it. Though I often check english wikipedia for more in-depth articles.
That's besides the point. A large amount of people that visit Wikipedia won't even know what java-script is, much less disable it to get around the black out. Even if they did, the point is to get the message out there, which it does. Besides, chances are that people are going to run into a blacked out site today at some point. At least half the sites I visit have some sort of a black out, whether it's full on or just a blacked out banner of some sort.
