Can't say for certain but I'd wager it's to keep people from mindlessly drinking until the wee hours of the morning. Once you get drinking, especially at a bar or a club, it's easy to lose track of time. Early last call is sort of a reminder that "hey, some of you have to work tomorrow and it's pretty late."
