There might be a daily limit? I had 8 stored- the admin took 4 and I still have 4 left in inventory. When I clicked on the admin, she said something about the wheel and an item in the CS and then I was able to turn in a scroll. At my level, each one gave me ~219k xp. After the 4th, all she says now is something about checking the website for upcoming events. The quest won't activate after the 4th one I turned in even though I still have more to turn in. Glitch or intentional?
