Cause the helm goes on last and provides the +15 all bonus, you might need 193 dex with it equipped.
But - you need 174 without either helmet on, in order to keep the overall on. So you're actually 7 dex short on your other equips.
It might be possible to drop down to 178 total once you have everything on, but that would require swapping out dex earrings/pendant most likely, it can't involve any of the equip slots within the set.
