The first one is what I derived from your first answer and the second is what I think you're saying in your second answer.
Ignore my remark about the 100% Potential scrolls from what I said earlier; it was just a reference to the Saint Saver prizes in GMS.
You can only use one potential scroll if it succeeds on an item. Not twice so #1 is incorrect.
It's #2. The epic potential scroll reveals an ''Epic'' item on first reveal.
