Because with 1.9 they (Apparently) finish what the Adventure Update is in essence, so they want to release it during the minecon for having a bigger impact (Since 1.9 would be a cool thing full of new features and such, but 2.0 being mostly bugfixes and pomegranate what would be better to launch at minecon?)
Remember they are trying to do a code freeze (Not adding anything new) after 18 of this month to focus on bug fixes and pomegranate, so if they released 1.9 on/before the 18 they would have nothing "interesting" to show at the minecon.
