Seems that way.
People in Kradia notice it right away ("why can't I open storage?" within minutes of logging in) and complain constantly (smegas, etc).
Judging by the relative lack of posts about it, not only here but on Nexon Forums, it's definitely not as prevalent, if it appears at all, elsewhere.

Is MTS working right for the rest of you all?
