I think they're glorified cubes if things aren't unique. So to minimize cost, it would be better to use regular cubes to unique and then legend cube.
But you dn't lose anything, so straight legend cubes is the fastest way to do it via spam clicking.

Look how well Nexon does with these things! And as a random fact, I tend to get epic/unique status relatively fast (within 10 cubes) It's the legendary stuff that takes forever.
