_I didn't quite get that talk about a new Wind techinque. Dodai said the 3rd Raikage was able to develop a technique strong enough to take the army squad down and that only him was able to use itt, but then he talks as if he needs wind users to use the technique against the Raikage.

Cause Futon>Raiton? He means that they need strong wind users to stop the Raikage.
