You forgot the basics of the rinnegan. Nagato can use ANY jutsu that isn't blood-line limited.

Bullpomegranate. If he could actually use any jutsu without learning it, he would have simply used a genjutsu on jiriya, or any of his 1v1 fights he had and be done with them. He has shown no skill with genjutsu, and will likely not ever use a genjutsu technique.
