They started happening with the Evan patch a long time ago, but they've gotten better since then (I only spike upon map entry instead of every 15 seconds). I think I understand how you're trying to explain your issue. I had a similar problem with small spikes from the map/monsters, as well as a slight skill lag during the spike. I did a ping test (Pingtest.net I believe), and found my cable connection had a 3% packet loss, which, seems to me is pretty bad. I called my cable company, they did their thing, and now I experience a lot less lag spikes.

My main computer, a Windows 7 computer, I can pretty much do anything in Maple, but it's definitely getting more sluggish. JQs are harder now than 2 years ago because of little-tiny-barely-noticeable spikes.

My secondary machine, with windows XP is no better. Town lag, Skill lag, Lag when holding a button down, Changing channels takes forever, and most bosses give that horrendous "I'd-Rather-Just-Fake-DCing-right-here-and-say-I-Lagged-Out" Lag. I could probably point a lot of this at my outdated video card in this secondary machine (GeForce 4 series, forgot the exact model), but some things like Town lag are apparent even when I ran XP on my main computer (that now has 7.)
