It works well in my country. And why is that? Health care covers basic needs, trying to keep the traits to the necessary. You aren't going to buy the "whole store" just because you have a cold, because, you know, THE DOCTOR TELLS YOU WHAT TO HAVE. Every medicine needs a receipt, and most of the medicines do cost the ammount of money they are worth. The doctor visit is still free though. It's not like going to a chemist and empty the whole thing for free.
And if you really hate this system, you can also opt for private medicine, too. But at least, if your economic situation ends up bad, you'll at least be able to not die of illness that easily. Or avoid jail for a treatment.
And also, by you definition of "right", making a new street pavement is also is a violation of a lot of people's right for property. Because most people won't even put a step on that street. The money comes from the same place.
