I tried to get the lvl 100 and lvl 110 Cygnus skills on other characters, and after several methods, I have to say I failed. =( I'll show you how I tried to do it anyway:
1. Get to 120, become any of the Cygnus jobs and accept the 2 quests from Neinheart
2. Go to Ereve, and accept the quest from your job instructor.
3. Go back to Cody (he's not in Ereve, so you have to go back to Vic), and change your job to an other Cygnus.
4. Repeat steps 2-3 till you have all the quests you want.
5. Be any Cygnus and go back to Ereve and defeat the boss in Training Room 3 & 4 (Cygnus because otherwise you can't enter the map).
6. Back to Cody again and change your job to the final job you want to be.
7. Hand in the quest items and you could get the skills, but this isn't sadly the case. =(
I also tried to finish the quest while having the corresponding Cygnus job, and then change jobs. The skill just disappears like all your other skills, and when you change back to the Cygnus the skill is gone. And you can't retry the quest.
I think having the first 2 numbers of the skill-id different from your job is the problem. Ah, it was fun trying. Imagine a Paladin with Ifrit, Meteor Shower and Speed Infusion. =P
