That's because that's not a felony.
Many things can contribute to this policy though. One would be the fact that it is indeed a federal crime to possess child pornography in the United States and Canada. Another is the protection of children against sexual abuse. Also, the fact that it is on a campus network would probably allow some loophole into the invasion of privacy on said issue. There are probably bylaws to assist in this as well.
As for lolicon, there are debates that you cannot determine the age of a fictional character, unless you explicitly state their age somewhere, thus it cannot truly be considered child pornography. Regardless, the FBI won't care when they come knocking at your door.
