I'm gonna be honest with you, unless you plan on putting almost no money into him, I wouldn't go with 60 DEX, I would go lower. Try for like 30 or 40 DEX. That will allow more STR so more damage. Also, you said Zhelm is a long-term goal (goal none the less) so that will help your accuracy too.
So for equips to get, I would say at 30, you should get a 13 DEX BDR or at 35, a 14 DEX blue chain mail and maybe upgrade over time. As with all classes that use physical attacks, an attack glove and I suppose you know what weapons you want. For low funding, the only thing I can think of to add on is maybe a DEX cape, and a brown bandana. Although my last warrior I made, I made DEXless and spent about 120 mil on it (not including weapons or attack glove, and I still need to get a Zhelm) so so I don't know if you would consider that low funding or not.
Edit: To add on useful sources of accuracy, there are sniper pills, the maple weapons (not sure what job you are getting, so choosing the weapon is up to you), pendants, and shoes if you wanna cough up the money for them (from what I have seen accuracy shoes are cheaper than DEX). Bless from clerics is helpful too.
