A little late to the discussion about alistar but...
He's freaking awesome now, enough said.
Gone are the days of old trinity force/ad alistar that eats towers.
In are the days of mage-istar the now solo lane capable, mage that just won't die most of the time.
His W is his main form of harassment now, with about a 4.5 second cooldown mid-game for me. It has a
1:1 ap ratio, and his Q is now quite larger with around a 7ish second cooldown mid-game and has a .8:1 ap ratio now.
The passive is actually very strong it was intended for farming purposes and to help his mobility in setting up a W toss to your team.
10% of your AP+a minor base damage is more than enough to farm entire minion waves with after a Q by the time you have a little AP.
I still run sheen on him but not triforce as it's not worth it now. It's looking like my build would be Sheen, RoA, Spirit Visage, Cooldown boots(or mercs depending), Frozen Heart, Sunfire Cape.
That build is extremely cost effective and gives him great survivability+some good AoE damage with his Q/Passive/Sunfire cape.
I run the same runes and masteries as I did before however. 9/0/21 with mpen reds/mana regen per level yellows/HP quints/flat cooldown blues. I run flash for iniation and clarity or clairavoyance depending on who my team's setup. With clarity you can literally never have to leave your lane except to shop, by spamming your heal and giving mana to your carry lane partner you will almost always win the lane.
edit: Before I forget, he is now extremely viable in the jungle with slightly over 4 minutes of clear time.
