Only level 70 and up. You have to wear the pants to use the skill. Then just swap out for % LUK pants.

Ewwwwwwwwwww. So I'll have to buy rocks 7k each at fm which was what worried me the most...
But I have a new question... new maker thing would be similar to the current system? You will be able to use strengthers and stuff? ;O

Similar, not quite. I'm not sure the details myself, but there's no strengtheners which is lame.
