So what will be best overall to get a choice Archeops faster/more easily, Power Anklet this Archen and Power Bracer a 31 IV mother, or Everstone on the mother?

If you have a desirable nature mother, use everstone. If you don't, but have a desirable IV mother, use a band to pass down another IV until you get a desirable nature. If you have both a desirable nature mother AND a desirable IV mother, I'd say pass down the IV instead. IVs are much more of a pain in the ass to get desirable outcomes with.
