It depends on MANY MANY factors so you can't just outright say one is better thant the other.
Just to list a few things it depends on:
-Total attack you have from other sources.
-How much money you can spend on Cubes.
-How good is your shield.
-How well scrolled a RK you can get.
-How well scrolled a reverse (or other) weapon you can get.
-What potential you have on them.
-Whether you have SI or not.
