Certain expectations are obviosly seen and excersised, until they are put in a position which cannot be reinacted. Serial killers are normally quiet humble mechanic's, small time jobs, you'd think such a person with such a position of social interaction would not have the instinct to not plot to kill them. Those are called unforseen circumstances, vocabulary you seem to have lost.

Fact is, the government wastes time and resources all the time.
I'm not going to get into racial profiling with you however I have no quarlms with it in these type of circumstances.
