It is, judging by the wording. The end-result helpfulness is appreciated, thus the thread remains unlocked even after judgement has been passed. OP may or may not have had advertising intent, but the way it appeared, the post clearly warranted the infraction/ban. Advertisement bans are account-level anyway, shouldn't be of too much harm.
