Bingo bango, MapleStory in a nutshell.
Arguing that MapleStory's primary objective is leveling is silly. The primary objective of MapleStory and any game for that matter is to pass the time. Nothing more nothing else.

The argument you used is flawed however. There is no "mission" in MapleStory, there is nothing you HAVE to do to continue the game. You might argue that you need to level to continue the game, but I can argue that for leveling up to be needed to continue the game there must first be a primary objective that needs you to level.
You want to explore the MapleStory questline? Then you must level to see it all, but this doesn't make leveling the primary objective, it makes it the secondary objective because you're leveling for a reason to see more quests.
Your goal is to boss? Then you must level to beat them, but again this makes leveling a secondary objective to the primary objective of wanting to boss.
You said something about GTA, now tell me, what is the primary objective of that game? To do missions? To continue the storyline? If so, well you need cash and cars to continue to do those things, but is cash and cars the primary objective of GTA? No, they're a means to an end. That is what leveling in MapleStory is, a means to an end. That does not make it the primary objective of MapleStory however.
Each person levels for a different reason, and while leveling is a big part of MapleStory I will admit, it still doesn't mean it's the primary objective of MapleStory. Leveling is like cars and cash in GTA, it carries you so you can do the "missions" and continue the storyline of MapleStory.
In short. Leveling is a big part, yes. But it is not the primary objective of the game by any means.
