I wouldn't get my hopes up too much, and I'd just say they're two leftover NPCs which they eventually decided not to add to Crimsonwood Keep (they look Crimsonwood Keep-ish) for some reason (maybe missing quest text?). I doubt they'd use the same NPC style for a completely new Masteria area, and I doubt they're going to release anything else related to Crimsonwood Keep since it was supposed to be completed already.
But who knows.
