What exactly are the punishments for doing that? Granted, the fact that the hackers are in China may complicate things, but if they were to get them arrested even there, what could they expect to receive?

Assuming it's the Chinese government that handles it? Possibly a death sentence.

Assuming the Singaporean government, probably a large lawsuit and a couple of years in jail.
