I would assume that we could use it on everything available regardless of the item as the scrolls work off of the level and not the specific item?

I've been getting mixed signals about which equips can be scrolled with potential. The guide says ANY but other people have been saying that you can't use them on makered equips.
Anyone with KMS experience can tell what is the truth?
