I used to have issues during peak hours in my neighborhood. I am at a very busy junction in the city and it has multiple people
that are plugged into the same spot. When we got fed up with the lag and d/c's and stuff we called mediacom our cable provider to
come take a look since we couldn't figure it out. Turned out someone had illegally hooked up to the cable internet junction box and were
literally leeching all of the neighborhood's bandwith because they were operating without limiters on their illegal hookup.
As soon as mediacom disconnected them and made sure limiters were in place it all went back to tip top performance. I only mention this
because your story sounds very familiar to that even down to the loss of packets.
