There are 2 new potential systems added to items.
a) yellow potential scroll: Adds yellow stars to the equip.
Can be used on equips with 0 slots, with a maximum of 9 (10?) uses possible. Adds "regular" stats, like a chaos scroll, except it's from an equip-specific list of stats (eg. weapons get attack but other equips don't)
b) purple potential scroll: adds "unidentified" to the equip, followed by item ratings.
Can only be used once: if it works your item is permanetly rate-able, if it fails your item goes boom.
You just spend NX to try for a new item rating if you don't like what you get. This is where the % bonuses and skills come from. When you rate an item, it gets 2-3 bonuses, and there's no way to improve them except to reset the item to 'unidentified' and try again (which has zero chance of breaking).
Personally my feeling is that secondary stat equips will remain useful (when you have 60 base dex, +1% is worth less than +1 dex) Primary stat ones are gonna bomb (yeah, that same +1% is gonna be about 8 str since I have 830~ str already)
Putting regular points into secondary stats means more for the % bonus, unless you've got your equips set up so that MW bonus is required to wear them.
