As I understand Potential scrolling, it adds a random amount of each stat to the gear when scrolled, kind of like a Chaos Scroll. So if you're after both Primary and Secondary stats from % Gear, you would get more bonus.
In the case of the two Buccs, Bucc A could lower his base Dex enough that his % Gear and MW stack enough to just hit 120. (What would they stack to? +25%? 30? 30% would mean 90 Base. Lower if he threw normal gear to make up for what the percent gear couldn't do)
This would give him more points for STR and let him get a larger Percent gear boost in STR. While it wouldn't be as big a boost in STR as the Statless, he would get more stats out of his gear. If you switch to using a higher leveled weapon, when they come out, the Dexless wouldn't be able to equip the higher leveled gear and would fall behind.
I wrote this as I thought it out, so...
Statless win now. Low Stat will win when higher leveled gear comes out, like Mages' Lv 163 Staff.
If it's one stat boosted per Potential scrolling, then the system sucks. There's just too many possible stats to boost to get anything decent....
