For your first question, regardless of the damage formula, it depends on your total attack which weapon is better, not the individual attacks of the weapons. For example, you had 1 billion attack, the katana is obviously better, but if you had 0 attack without your weapon on and the devil's sunrise had 20 attack more than the katana, then the devil's sunrise would obviously better, in terms of damage rate on 2.1bil hp snail of course. In reality, if you can consistently kill a target monster in x number of hits with both weapons, the faster one would be better, but if using the slower one increases your consistency significantly, then that would be better.
