I'm thinking they are preparing for end game content and pvp.
Making it easier so everyone can get high level easily and enjoy end game content.
An preparing for a pvp feature like WonderKings where u can't heal unless u have healing powers.
Putting cooldowns on ultimates would make them pvp friendly as well.
Just look at Saint's Judgement skill in WonderKing... it works exactly like Genesis and is still rape in pvp.
This patch will make the game more balanced which will allow more features.
You can't expet them to release new content while focusing on balancing classes....
An the only reason I am bringing up pvp is because, for pvp you NEED balance. And wonderking Which is a game by nDoors, a company which Nexon is a parent of, has a great pvp system. and they are rebalancing their classes to fit pvp.
